EU anti-dumping duty on Chinese fasteners: rates, scope and the 2027 expiry

A definitive anti-dumping duty has applied to certain iron or steel fasteners originating in China since 18 February 2022. It is a percentage of the net price at the Union frontier: 22.1%, 46.1% and 48.8% for three sampled producers, 39.6% for cooperating producers named in the Annex, and 86.5% for everyone else. The measure is due to expire at midnight on 18 February 2027 — but only if no review is initiated, and the window in which one can be requested closes on 18 November 2026.

Bottom line

As of 2026-10-19, for importers, purchasing managers and EU buyers bringing fasteners from China into the European Union: a definitive anti-dumping duty is in force on specified non-stainless iron and steel fasteners under CN 7318, and it has not changed in structure since 2022 [1][2]. The rates are 22.1% for Jiangsu Yongyi Fastener Co., Ltd., 46.1% for Ningbo Jinding Fastening Piece Co., Ltd., 48.8% for Wenzhou Junhao Industry Co., Ltd., 39.6% for the cooperating producers listed in the Annex, and 86.5% for all other companies [2]. The Annex is not static: companies were added on 11 August 2026 [4] and on 22 September 2026 [5]. The notice of impending expiry sets the end of the measure at 18 February 2027, conditional on no review being initiated [7]; the deadline to request one is 18 November 2026 [7]; and if a review is initiated the duty stays in force while it runs [8], normally for 12 months and in all cases for no more than 15 [9].

The measure, and the chain that amends it

One instrument sets the rates; a series of amending regulations changes who is in the Annex. Reading one without the other is how a listed producer ends up quoted at the residual rate.

The instrument is Commission Implementing Regulation (EU) 2022/191, published on 17 February 2022 and in force from 18 February 2022 [1][6]. EUR-Lex currently shows a consolidated version dated 11 August 2026 [2][3]. That date is the newest consolidated text, and — this is the point of the whole section — it is not the newest law.

The markers are the ones printed in the amendment table of the consolidated text [2]; that table is where the M numbers come from. (EU) 2026/2089 is registered on EUR-Lex as amending (EU) 2022/191 and has been in force since 22 September 2026 [5][10], but EUR-Lex has not generated a consolidated version since 11 August 2026 [3], so the new entry carries no marker. Do not cite it as “M11”: that number is an inference from the sequence, not a printed fact.

We read the amendment table and the amendment markers in the consolidated text, not each amending regulation. The only two whose subject matter this page relies on are (EU) 2026/1926 [4] and (EU) 2026/2089 [5], and both were read in full.

Rates: five tiers, set by who made the goods

The rate follows the producer, not the CN code, not the importer and not the trade term. Article 1(2) has carried the same five rates since 2022; what changes is the Annex [1][2].

ProducerDuty rateTARIC additional codeRef
Jiangsu Yongyi Fastener Co., Ltd.22.1%C856[2]
Ningbo Jinding Fastening Piece Co., Ltd.46.1%C857[2]
Wenzhou Junhao Industry Co., Ltd.48.8%C858[2]
Other cooperating companies listed in the Annex39.6%Own code per company. Ningbo Orange Hardware Co., Ltd. was added on 11 August 2026 under 88FE [4]; Carrey Intelligent Manufacturing (Jiashan) Co., Ltd. was added on 22 September 2026 under 88FN [5][2][4][5]
All other companies86.5%C999[2]
Basis of assessment. The duty is ad valorem, calculated on the net price free at the Union frontier before customs duty [1]. It is not a fixed amount per tonne, and we found no tariff-rate quota in the instrument [1][2].
The 39.6% is conditional. Article 1(3) makes an individual rate conditional on a valid commercial invoice that carries the declaration required by the regulation. Where that invoice is not presented, the rate for all other companies applies [1]. Name matching alone does not produce 39.6% at the frontier.

Product scope: what is inside, and what is not

Scope is fixed by a written product description. The regulation says in terms that the CN and TARIC codes are given for information only, so a code change is not a scope change [1][2].

QuestionAnswer on the regulation textRef
Which origin is covered?Goods originating in the People’s Republic of China. The measure is origin-specific.[1]
Which codes are listed in full?CN 7318 12 90, 7318 14 91, 7318 14 99, 7318 15 58, 7318 15 68, 7318 15 82 and 7318 15 88.[2]
Which codes are listed in part?ex 7318 15 95, ex 7318 21 00 and ex 7318 22 00 — only the TARIC codes set out in Article 1(1), not the whole subheading.[2]
What does the description say?Certain fasteners of iron or steel, other than of stainless steel: wood screws excluding coach screws, self-tapping screws, other screws and bolts with heads, and washers.[1]
Stainless steelOutside the measure: the description is expressly limited to goods other than of stainless steel.[1]
Coach screwsOutside the measure: expressly excluded from the wood-screw limb of the description.[1]
Railway track fastenersOutside the measure: screws and bolts for fixing railway track construction material are expressly excluded. A request to bring them in was refused because they were not covered by the complaint.[1]
Fasteners for automotive useNot excluded. Recital (163) records that non-standard fasteners used in the automotive industry fall within the product definition and are therefore covered.[1]
Nuts under CN 7318 16Not part of this measure. No 7318 16 code appears in the Article 1(1) list, and nuts are not one of the products in the description.[1][2]
Exclusions that were sought and refusedStructural timber screws, hot-forged fasteners and concrete anchor screws were all argued to be outside; the requests were rejected and those goods remain covered.[1][2]
Two TARIC codes were withdrawn, and the duty repaid. (EU) 2026/1788, adopted on 23 July 2026, deleted TARIC codes 7318 22 00 31 and 7318 22 00 95 from the scope and required the anti-dumping duty paid on imports under those codes to be repaid, with effect from 18 February 2022 [6]. The Commission recorded in the same act that those duties had been collected without a valid legal basis since 2022 [6]. The repayment claim belongs to the importer of record. Check Article 1(1) of the current consolidated text [2] for the codes that remain, and the TARIC measure on the day of declaration.

Describing the goods precisely is what makes any of this checkable: head form, thread, material and whether the item is a screw, a bolt or a washer decide which limb of the description it meets. The DIN 933 dimension tables are one example of the level of description a declarant needs, and the same test applies to a washer or a self-tapping screw.

Expiry on 18 February 2027: conditional, and how the clock runs

Three different dates are usually collapsed into one sentence. Keep them apart: the date the notice announces, the date by which a review must be requested, and the date the duty would actually stop.

DateWhat happensRef
18 February 2022The measure enters into force. The five years run from here.[1][6][8]
29 May 2026Notice of impending expiry published. The period in which an expiry review can be requested opens.[7]
11 August 2026Consolidated text of that date; Ningbo Orange Hardware added under 88FE.[2][3][4]
22 September 2026Carrey Intelligent Manufacturing (Jiashan) added under 88FN.[5]
18 November 2026Last day to lodge an expiry review request — three months before the expiry date in the notice.[7]
18 February 2027, 00:00Expiry date announced in the notice, unless a review is initiated.[7]
If a review is initiatedThe duty remains in force pending the outcome; reviews are normally concluded within 12 months and in all cases within 15.[8][9]

The notice states that, unless a review is initiated in accordance with the procedure it sets out, the measures will expire on the date in its table [7]. Expiry is therefore the default, not an automatic outcome, and the trigger is a request lodged no later than three months before that date — that is, by 18 November 2026 [7].

(EU) 2022/191 contains no expiry clause of its own. The five-year rule and the review machinery come from Article 11(2) of Regulation (EU) 2016/1036 [8]. The same article requires a separate notice announcing the actual expiry, so a date in a table is not by itself the end of the measure [8].

If a review is initiated, Article 11(2) keeps the measure in force while it runs [8], and Article 11(5) sets the timetable: a review is normally concluded within 12 months of initiation and in all cases within 15 [9]. A review opened in the last quarter of 2026 would therefore carry the duty into 2028 on the statutory maximum.

How to check your position — six steps

  1. Establish the origin. The measure applies to goods originating in China [1]. Origin is a customs determination, not a field on the supplier’s invoice. Goods produced elsewhere are outside this instrument, though another country’s measures may apply to them.
  2. Test the goods against the description before the code. Start with the Article 1(1) description and its exclusions — stainless steel, coach screws, railway track material — then check the CN and TARIC codes, which the regulation describes as information only [1][2]. Where to check: Article 1(1) of the consolidated text and the TARIC measure for the code.
  3. Match the producer’s full legal name against the Annex. A cooperating producer that is listed pays 39.6%; a producer that is not listed pays 86.5% [1][2]. Because the consolidated text stops at 11 August 2026 [3], read the later amending regulations as well: (EU) 2026/1926 [4] and (EU) 2026/2089 [5].
  4. Check the invoice and the declaration. An individual rate requires a valid commercial invoice carrying the declaration Article 1(3) prescribes, and the TARIC additional code has to match the producer [1]. Without that invoice the residual rate applies [1].
  5. Confirm the measure on the day of declaration. This page states what the regulations say, not what a customs system will display on a given morning. Where to check: the TARIC measure and Access2Markets on the date the declaration is lodged.
  6. Diarise both dates. 18 November 2026 for a review request, 18 February 2027 for the expiry date in the notice [7]. A purchase order placed before the first date and landed after the second can still attract duty if a review is initiated.
The consolidated text is not the complete list. EUR-Lex’s newest consolidated version of (EU) 2022/191 is dated 11 August 2026 [2][3] and does not contain the entry added on 22 September 2026 [5]. A name check done only against the consolidated Annex can place a listed producer in the 86.5% column. Check both documents, by exact legal name.

Common misreadings

Each claim circulates in summaries of the measure. The right-hand column is what the text says.

What circulatesWhat the official text says
“The duty ends on 18 February 2027, so goods landed in March 2027 are clear.”The expiry is conditional. A request lodged by 18 November 2026, or an initiation on the Commission’s own initiative, keeps the measure alive; while a review runs the duty remains in force, up to 15 months [7][8][9]. A landing date after 18 February 2027 is not evidence that no duty is due.
“Nuts are outside the EU measure, so a nut order is outside every measure.”Nuts under CN 7318 16 are not part of this instrument [1][2]. That is a finding about one measure, one origin and one product description. It says nothing about another country’s measures, another product, or a different instrument on the same goods.
“If the producer is not in the list, it pays 86.5%.”The question is the other way round: is the producer in the Annex? A cooperating producer named there pays 39.6% [2]. The residual rate applies to a producer absent from the Annex, and also to a listed producer whose invoice lacks the required declaration [1].
“The consolidated text on EUR-Lex is the complete Annex.”The newest consolidated version is dated 11 August 2026 and does not include the company added on 22 September 2026 [3][5]. The amending regulations have to be read alongside it.
“A different CN code takes the goods out of the duty.”Scope is a written product description, and the regulation states that the CN and TARIC codes are given for information only [1]. Reclassification does not remove goods from a description they meet.
“Automotive fasteners are excluded.”Recital (163) says the opposite: non-standard fasteners used in the automotive industry fall within the product definition and are covered [1].
“Only the three sampled companies get a rate below 86.5%.”There are five tiers: three individual rates, 39.6% for the cooperating producers in the Annex, and the residual 86.5% [2]. The 88FE and 88FN entries were added to the fourth tier in 2026 [4][5].
